Lifeguard and Pool Operator License Application

Currently, all pool operator and lifeguard licensing is being done by mail at this time. Applications cannot be dropped off at the Department of Health buildings.

To RENEW a license, print out the application and follow the instructions. Per Governor Hogan’s Executive order, licenses that expired April 30, 2020 will be valid until 30 days after the state of emergency is ended. The Governor will determine the end of the state of emergency.

For NEW APPLICANTS who have never been licensed, the Department is currently closed to the public, so licenses are unable to be issued in person. New applicants will be issued a card without a photo. Applications for a lifeguard license, pool operator license or both may be printed out and enclosed with payment (check or money order) and with the following:

  • Printed certificate of completion from an approved lifeguard training course
    AND/OR
  • Printed certificate of completion from an approved pool operator training course
    AND
  • Printed copy of a valid ID: driver’s license, learner’s permit, MVA non-driver ID, military ID, passport or birth certificate. A photo ID is not necessary.

ID information is not retained by the Department and will be shredded immediately after licenses are issued.

Because of reduced mail delivery and pick-up at the Department, turnaround time for licenses will be slower than usual. Be sure to include a completely legible email address on the application. New applicants will be notified by email that they have a valid license. This email can be used as evidence of licensing until the card is received in the mail.
