Job Description

Nature of Work:

Provide secretarial support to the Construction Inspection and Compliance Unit of the Sanitary Engineering Program, which consists of one Environmental Sanitarian Supervisor and three Environmental Sanitarians. This unit is responsible for commercial plan reviews, as well as, compliance inspections related to the construction and installation of individual on-site sewage disposal systems. Compose and type letters, tables, reports, forms, memorandums and other materials. Modify or edit documents as necessary. Produce final documents of a technical, professional and sometimes confidential nature, with accuracy and speed. Process incoming site plans, plats, and miscellaneous documents by logging in, performing data entry as necessary and retrieve files when appropriate. Perform data entry for logging in permits from the county for compliance inspections. Create compliance drawing permits for staff members. Maintain a database for compliance inspections. Process compliance drawing permits for final approval and record retention. Assist in maintaining various computer programs for data collection, statistical reports, permit issuance and activity reports. This includes data entry, data queries, tracking, producing reports and recommending modifications to existing programs when appropriate.

Provide secretarial support to the Bay Restoration Grant Program Supervisor. Assist with incoming grant request applications. Check applications for completeness and accuracy. Evaluate information under the Consolidated Property File. Retrieve historical Department of Health records related to the application. Enter data into departmental database for tracking, mailing, processing and approval purposes. Type correspondence of a general and sometimes confidential nature, modifying and editing documents as necessary, and by faxing request for estimates to qualified contractors.

Serve as the Bureau cashier, which is responsible for generating receipts for fee collections for food service facility licenses, pool operator and lifeguard licensing, radium water testing, civil citations, escrowed monies, pool/spa licenses, copies of records and videos on septic system maintenance. Perform data entry and compile a report for the accounting of daily receipts, produce end of day report, and complete financial forms as necessary.

Assist the general public who appear in person by providing information. Explain requirements for various types of permits/applications pertaining to the program. Refer to appropriate Bureau staff member who can assist. Provide copies of file information when appropriate. Release Construction and Perc Applications, collecting appropriate fees and issuing receipts for monies received, when appropriate. This requires knowledge of the Bureau's program activities and appropriate laws, rules and regulations. Responsible for greeting members of the public in a professional and courteous manner. Evaluate information under Anne Arundel County's Consolidated Property File and researches departmental records, databases and files to provide copies of septic and well information to the public upon their request. Complete and maintain record request forms. Answer telephone inquiries and assist members of the public who appear in person, requiring knowledge of the various laws, rules and regulations pertaining to the Sanitary Engineering Program. Independently assists them whenever possible and make referrals to staff in the program, as well as other programs within Environmental Health, other departments and other county and state agencies, when appropriate.

Minimum Qualifications

Education: 

High School Diploma or Equivalency (GED)

Experience:

Three to five plus years of administrative experience and customer service; ability to operate all office equipment, including, but not limited to, computers, phones, fax, printers, copiers, etc. Knowledge of all Microsoft Office programs including Word, Excel, PowerPoint. Experience in Google Docs, Gmail and Google sheets. Ability to learn multiple programs in a fast paced work environment.
